So did Mark McGuire cheat when he used a steroid-precursor? Technically it wasn't a steroid - it just acted like one. So by rule, he didn't cheat, right?

When you find a way to game the system and hide this from the league for competitive advantage, you are cheating. But I agree that the league needs to stop cutting corners and understand there are people like Belicheck who will look for every way to game the rules just as he did in Baltimore with the ineligible receiver thing and quick hiking it so the D can't adjust. They had to put in rules to make sure the defense had a fair chance to align properly (a player coming off the sidelines has to come in past the numbers, no 12 mean in the huddle, etc). When you find a loophole that goes against the spirit of the rules and use it to arguably win a game like they did in Baltimore, it is a troubling matter.

yep having one of the gazillion actual NFL people at the game check all 36 balls would take 2 mins and could be done 5 mins before kickoff
