Besides the high-ankle, what other major issues has there been?

I will probably become more complacent than I have ever been as a Titans fan if we draft him.

Think he had shoulder surgery which is why he didn't bench at the combine

From an article before the Combine:

The high ankle sprain he suffered before the Stanford game (one that he almost didn’t play but ended up dominating with 11 tackles, a fourth-down stop and a key sack on the Cardinal’s final drive, often facing off against potential first-round tackle Andrus Peat) is no longer an issue. But Williams is still feeling the effects of playing through bilateral labrum tears for most of the season in 2013 — playing that year at 65 percent health — and he’s deciding whether or not to skip the bench press at the combine.

“That’s one of the things I have been contemplating whether I am doing or not at the combine,” he said. “I’ve had labrum tears in both of my shoulders, and I have not been able to do as much upper body [work] as I have wanted to.

“But since have been here, [my bench press weight] has been going up. Depending on how I feel at the end of training here I’ll make a decision.”

Looks like he's over the high-ankle and almost 100% from the shoulder injury.
If he calls himself "65% healthy" during his junior season, imagine what he might have done at 90% or 100%?

I hear you but he was also bothered with shoulder issues in 2013 as well. Seems like a reoccurring theme.
