And there's no evidence the Patriots did either. That's the whole problem! The entire Ted Well report is based on speculation. And it all starts with an assumption as to which gauge was initially used that goes directly against Walt Anderssons best recollection.

I wish everyone would actually read the report and just be a little critical of the assumptions made in it.

there are text messages that implicate Brady. That IS evidence. The report was worded in a manner to avoid a "libel" counter-suit. Libel is written defamation. Kraft/Brady have a lot of money to hang up a case for a long time if they had made statements worded more strongly.

It is ridiculous to suggest that this "independent" investigation has an axe to grind with the Patriots, but evenso, Kraft initially supported the idea of the investigation until he saw the findings.

this is how Goodell and the League has administered all of their policies. The court of public opinion is the only court that the league needs to satisfy. In this case, Goodell/league has to balance their way of doing business with inescapable precedents of progressive discipline, "tarnishing the shield", failing to comply etc.

Brady's problem was that he did not comply with the league and that information was made public. There really wasn't any alternative for them but to come down heavy on the Patriots for the way they handled this situation.

The tampering Leinart and Johnson refer to are most likely the legal pre-game "tampering" which is laid out in great detail in the report.

None of the text messages talk about doing anything illegal. As laid out in the report the pre-game "tampering" with the footballs including setting a low level of air pressue is not against the rules. At no point do the text messages indicate that they did anything with the balls after they were handed to the officials.
The text sent during an away game in Green Bay is assumed to refer to illegal activities, but that's really weak evidence and could easily be a joke or something entirely unrelated.
