Possible Rule Change?

    This is a total nonissue. As many have rightly pointed out, the defense can simply deny the penalty and then the offense punts from the same spot. This happens all the time . . .

    Didn't realize it is a declinable penalty, because I've never seen anyone decline. My mistake.
