What's the deal with Young?

Dilfer wasn't cut. He was a free agent at the end of the season. The Ravens wanted Grbac who put up decent numbers in Kansas the year before.

Dilfer was cast off, eventually signing a one-year, $1 million contract with the Baltimore Ravens as the backup to starter Tony Banks.

I found it curious many bloggers and columists present it as if he was cut. That feeds the misconception.

I'm not sure about this. As I understand the rules for listening devices on the sidelines, the coaches, the playing QB, and now a defensive player can have headsets. No others. Anyone know for sure the league rules regarding this?
