I wouldn't say rising. Louisville will help for a while, Clemson and FSU are consistent by getting 8-10 wins a year range, GT will never win with their scheme, VT always overrated it seems like, and that's really it. They're better than people give them credit for but they have a long way to go.

I wouldn't say the best in basketball either. Duke at 1 but after that is NC State at 20.
