There's some validity to this for sure. Most of the major 60's British rock acts were all from the same area going to the same school, and ultimately everything came from a small, close-knit circle. Beatles, Zep, Faces, Yardbirds, Who, Stones, Beck, Kinks, Elton John, Genesis, Yes...everybody is related to everyone else. The average listener thinks they're all unrelated and probably from different places but it's really just an internationally famous local scene.

Okay, so the first note you hear is the pluck of third string of a Fender Precision bass guitar. That note repeats and fades away. It happens again. Then there's tons of those notes and it sets the groove of the song.
The delay pedal is what makes those repetitions. Back then it may have been done with a tape loop delay, but that's irrelevant.
So if you count out loud 1...2...3...4...then the delay repeats between depending on the time you set it for..ideally an even division:
    1.(and).2.(and).3.(and).4.(and).
    Or 1 (and a) 2 (and a) 3 (and a) 4 (and a)

So...that's how that tune is played, and a delay pedal takes the place of the archaic technology of the time and lets anyone reproduce it on stage....to give the Explain Like I'm 5 answer

So there you have some kid of long math explanation.
Here's what you actually need to know:
    It's was an echo effect.
Probably wasn't a delay pedal but a post production outboard racky so they could tweak the effect in the mix.

If you've heard a U2 song, you've heard and know about delay pedals. The edge (over)uses them frequently. Kind of his signature sound. Makes it sound like 5 guitars playing instead of 1. Basically the repeating echo chamber sound.
