Are the Titans and Packers the only two teams who havent signed anyone in the FA period?

I my opinion, no fan of a NFL franchise can expect anything more than being competitive from year to year. Only one team wins the SB. Every team goes into each season planning on winning it all, each year someone falls down, someone else rises up when unexpected. Just to make the playoffs is a huge success.
