My first reaction as well but think about it this way for a moment.
Pitoitua gives them a prototype 3-4 DE they can plug into the rotation against the run. This gives the position some depth and flexibility to develop a rookie or bring in a pass-rush specialist vet. It's a safe move which likely isn't going to cost much.
We need solid depth, not just superstar starters. This is a good move to retain a strong situational and backup DE. Why would the Titans NOT do this?
What, really? Ropati is more than average, he's literally one of the largest and strongest men in the league, average my ass.
He moves incredibly well for being 6'8" 300lbs. Stop looking at stats for a minute and you'll see a helluva player.

I think it is a decent signing. Given the price, I think it is an outstanding one.
It really is a great signing. D-Line will have some continuity, which is great considering the fact we're about to show some freaky looks in the front 7.
Guys that size dont grow on trees either. He could have ended up a Colt and come back to bite us. They love signing away our former players.
To me Ropati isn't a situational, backup DE. He is going to be our starting DE who will come off the field in some passing situations when we go to a 4 man front.
